Estonian Health Expert in Helmand-Eesti tervishoiuekspert Helmandis

Today, I am happy to introduce my guest blogger Dr. Argo Parts, who has as of March this year been working in the UK led Provincial Reconstruction Team (PRT) as the medical expert for Helmand province.

My duties include the restoration and development of the province’s civilian health system and the implementation of existing Estonian and British development cooperation projects in the health sector as well as finding new projects. An important part of my work is coordinating the efforts of partners, donors, the Afghan Ministry of Health, local government and coalition forces in the health sector. The PRT is run by the UK, but it is becoming more and more international. The PRT team also includes a Danish education expert and 2 US development experts.
Larger projects being implemented in the health sector include the full renovation of Bosti Provincial Hospital and the Malaria Centre in Lashkar Gah to allow for the use of medical equipment donated by Estonia and the UK, the restoration and equipping of Garmshir regional hospital and the construction of two smaller clinics in Gereshk. The building of a clinic in Musa Qala is in the final stages, but continued fighting and lack of security are major obstacles. These are problems for all of Helmand province.
The beginning of the malaria season saw the distribution of impregnated mosquito nets to protect over 70 000 people primarily children, pregnant women and refugees, thus saving the lives of several hundred children. One of the most important projects is the establishment of an ambulance service in Helmand. This includes the translating of handbooks into dari, the training of staff at Bastion field hospital, the purchase and equipping of ambulances, the building of an ambulance station and the creation of a single emergency phone number. The project has been planned over two years and will provide training and equipment to four emergency teams.

Doctors

Two new significant projects are in their beginning stages: the construction of the Musa Qala regional hospital and the building of a women’s hospital in Lashkar Gah. In cooperation with the Afghan Ministry of Health, the UK Foreign Office (DFID) and the World Bank, we are beginning the compilation of a long term health care development strategy for Helmand. The plan will be of help for both donors and Afghan health care leaders in planning their work.

Täna on mul heameel tutvustada teile oma blogi külalist dr. Argo Partsi, kes alates selle aasta märtsist töötab tervishoiueksperdina brittide juhitavas Helmandi provintsi ülesehitusmeeskonnas.
Dr Argo Parts: Minu kohustused siin on kogu provintsi tsiviiltervishoiusüsteemi taastamine ja edasine arendamine, käimasolevate Eesti ja UK-arenguabi projektide jätkamine ning uute alustamine. Oluline osa tööst on koostööpartnerite, doonorite, Afganistani tervishoiuministeeriumi, kohaliku omavalitsuse ja koalitsioonijõudude töö koordineerimine tervishoiu vallas. Provintsi ülesehitusmeeskond on küll UK juhtimise all, kuid muutumas üha rahvusvahelisemaks. Lisaks minule töötavad meeskonnas veel haridusnõunik Taanist ja kaks eksperti USA-st.
Suuremad käimasolevad projektid tervishoiusektoris on Lashkar Gah’s asuvate Bosti provintsihaigla ja malaariakeskuse kapitaalne renoveerimine, et saaks kasutusele võtta Eesti ja UK annetatud meditsiiniaparatuuri, samuti Garmshiri rajoonihaigla taastamine ja varustamine ning kahe väiksema kliiniku ehitamine Gereshki piirkonnas. Musa Qa’leh’s on lõpetamisel sealse uue kliiniku ehitus, kuid takistuseks taas pidev lahingutegevus ja julgeoleku puudumine. See on tegelikult probleem kogu Helmandi provintsis.
Malaariahooaja algul jagasime 70 000 inimesele (esmajoones lapsed, rasedad ja põgenikud) impregneeritud moskiitovõrke, mis aitasid ära hoida paarisaja lapse surma malaaria tüsistustesse. Üks olulisemaid projekte on Helmandi provintsi kiirabiteenistuse loomine nö nullist. See ulatub erialakirjanduse tõlkimisest dari keelde, personalikoolitusest Camp Bastioni välihaiglas ja kiirabiautode ostmisest-sisustamisest kuni kiirabijaama ehituse ja ühtse hädaabinumbri kasutuselevõtuni. Projekt on plaanitud kaheks aastaks ja plaanis on koolitada ning varustada sobivate kiirabiautodega neli kiirabibrigaadi.
Hetkel on alustamisel veel kaks suuremat projekti: Musa Qa’leh rajoonihaigla ehitus ja naistehaigla ehitus Lashkar Gah’s. Koostöös Afganistani tervishoiuministeeriumi, UK välisministeeriumi (DFID) ja Maailmapangaga on alustamisel Helmandi provintsi pikemaajalise tervishoiu arengukava koostamine, millest oleks abi oma töö planeerimisel nii doonoritel kui ka Afganistani tervishoiujuhtidel.Drinking tea
